[Vk5-wx-sonde] auto_rx Update - 2018-04-22 - Habitat Uploader fixes

Hi all,

The 'HTTP code 409' issue has been fixed in the latest update (20180422).
The habitat uploader code is also now much more robust, and should handle
timeouts, 409 errors, and other issues much more gracefully.
The 409 error did turn out to be an issue on the Habitat server end, which
would have resulted in some uploader callsigns not appearing for a given
telemetry packet.

Please update when you can. Just a 'git pull' and restart will do, assuming
you are already on 20180418, otherwise you will also need to install the
python-requests package.
