[Vk5-wx-sonde] Chasemapper Predictor Update

Hi all,

Those running chasemapper will need to do an update to their
'get_wind_data.py' script. Recent changes to the NOAA 'NOMADS' server
(where we get our wind data from) means that the current script will not
work.

The change is simple, just changing a 'http' in a URL to a 'https'. You can
make this change in get_wind_data.py yourself (not far into the file, look
for the GRIB_FILTER_URL line), or run a 'git pull' from within your
cusf_predictor_wrapper directory, and copy the apps/get_wind_data.py file
across to your chasemapper directory, as was done during installation.
