[Vk5-wx-sonde] RS41 Burst Timer Support - version 20190316

Hi all,

Another small update to auto_rx (now on version 20190316).

This update fixes the whitelist scanning issues that some people have
reported, and also adds support for the RS41's 'burst kill' timer.

The Burst Kill timer is a countdown within the RS41 which activates after
burst. When the timer reaches zero, the sonde will turn off. By default
this timer is set to 8.5 hours.
Once you have updated (git pull, run build.sh, and restart), you will start
seeing the 'BT hh:mm:ss' data showing up in the web GUI, and in the
sondehub comment field. This data is only shown when the timer is counting
down, which for us is only after burst.

This data will only show up reliably on sondehub once we have the majority
of users in the area running the new auto_rx version, but it'll show up on
your local web interface.

I've also made a small update to chasemapper (run git pull in the
chasemapper directory) to allow viewing of this data in the telemetry table
at the bottom-right of the screen.
