[Vk5-wx-sonde] Upcoming RS41-SGM launches

Looks like this mornings sonde is unencrypted!

However, it is running on 404.2 MHz, which is way out of band. Might have
to talk to the Defence Spectrum Office...

I've got a very very beta decoder running up at the RWN site (AREG_AUTO_RX)
however that site has a brick wall filter in front of it, so it can't see
the 402.2 MHz sonde. The next one should be on 400.2 or 402.2 MHz, so it
should see that.

I'll get some updates to enable decoding of the SGMs pushed into the
testing branch when I get home tonight.
