[Vk5-wx-sonde] Mystery sondes

A few observations from near Edinburgh has me convinced these are coming
from the Pt Wakefield proof range.

Reasons:
- signal strength way too low after launch to be from the RAAF base
- bearing just after launch is approx 315 degrees true, with an elevation
<20 degrees, again too low for a launch from Edinburgh.
