[Vk5-wx-sonde] auto_rx release v1.0.3

Hi all,

Unfortunately when updating the demodulators I managed to revert the burst
timer decode feature.
I've now re-added this in version 1.0.3.1, so hopefully we will see the
burst timer countdown again.
Usual update procedures apply (stop auto_rx, git pull, run build.sh,
restart)
