[Vk5-wx-sonde] Chasemapper wind grabber update

Hi all,

For those of you that use chasemapper (
https://github.com/projecthorus/chasemapper ) and in particular its offline
flight path prediction functions, you will need to update your
get_wind_data.py file to be able to continue to get wind data. If you are
using the recently-ish added 'online' predictions, which use the tawhiri
API, then those will continue to work just fine.

Last night NOAA updated the GFS model to v16, which changes a few directory
paths. As a result the get_wind_data.py script needed to be adjusted. The
new version is here:
